Measurement Project      About the Project

Purpose

This web site was designed to collect readily available data on waste reduction and resource efficiency efforts ("pollution prevention," or P2) from public agencies in North Carolina, South Carolina, Georgia, Tennessee, Florida, Kentucky, Alabama, Mississippi.

The data will help demonstrate the activities of agencies, as well as the positive changes of their clients as a result of their activities.

In addition, the data will help quantify P2 progress related to air, water, waste, and energy resources. This model is also designed to translate P2 progress into the context of bigger-picture issues such as climate change, habitat, and sustainability.

Available Information

An aggregated report for the entire region that includes all data submitted from all agencies is available to all viewers. It includes measures such as the following:

  • Activity measures from agencies (such as Trainings Conducted)
  • Behaviorial results (such as Clients Reporting Compliance Improvements)
  • Outcome measures (such as Hazardous Waste Reduced)

This information can give managers, funders, and the public a better sense of the benefits of pollution prevention.

Registered users have a user name and password that allows them to input data, and view a report that summarizes all the data from their agency.

Who Is Behind This Effort

This web site was created by P2Rx - the Pollution Prevention Resource Exchange. The work was funded by P2Rx, NPPR, and US EPA. The National P2 Measurement Results Task Force, comprised of representatives from State P2 programs, EPA Headquarters and Regions, P2 Resource Exchange Centers (P2Rx), and the National Pollution Prevention Roundtable (NPPR), contributed greatly to the process by developing a core set of P2 measures - the Data Dictionary - which is the foundation for this project. The Task force also identified and addressed barriers and opportunities for P2 results measurement.

History of the P2 Results Measurement Tool

This P2 Results Measurement Tool was originally created through funding from U.S. EPA Region 10 and Oregon's Dept. of Environmental Quality, as part of a project undertaken between August 2001 and June 2002. Development of the tool was facilitated by the Pacific Northwest Pollution Prevention Resource Center (PPRC) with contributions for local and state P2 program managers in the Northwest.

The model was developed with a few main goals in mind:

  • Collect readily available P2 results data from publicly funded P2 programs in the Pacific Northwest in a simple, effective way to create an aggregated, quantifiable (not anecdotal) picture of P2 progress in the Pacific Northwest.
  • Develop common methods to describe the meaning of P2 results in the context of big-picture issues (e.g., climate change, endangered species habitat, watershed health, toxics use reduction, and use of renewable/recyclable resources).
  • Collect information on improved business performance, sustainable business practices, and local and regional economic vitality.
