Abstract: As required by section 6002 of the Resource Conservation and Recovery Act and Executive Order 12873, "Federal Acquisition, Recycling, and Waste Prevention," federal agencies were required to buy certain products containing recovered materials. NASA implemented an affirmative procurement pilot program for office products. This case study describes the methods NASA used and the results and problems they encountered.
